Extra frame acts as a phantom buffer and shouldn't feel input lag. Used to do this on 60Hz monitor and it felt pretty good.

There was a quite long thread about this issue a while back, basically when gsync is on and vsync is off you will still get minor tearing usually at the bottom of the screen when the fps is a percentage below your screens hz due to the way gsync works. It has a latency which effects at what fps it works at.
